Rebuilding Faster in Los Angeles: Self-Certification Pilot Program Now Active
The City of Los Angeles has launched a new Self-Certification Pilot Program to speed up the rebuilding process for homes destroyed in the January 2025 wildfires. This initiative allows licensed architects in California to certify that building plans comply with code—without needing plan check review by LADBS (Los Angeles Department of Building and Safety). The goal: faster permits and quicker construction.
Who Can Benefit?
Only projects that meet all of the following criteria are eligible:
The property was substantially damaged or destroyed in the January 2025 wildfires.
The project is a single-family dwelling (up to 3 stories), including ADUs, garages, and accessory living spaces.
The site is not located in a Geologically Sensitive Area.
Pools may qualify only if they are based on LADBS-approved standard plans.
Who Can Participate?
Only licensed architects in the State of California who:
Have been licensed for at least 3 years.
Have passed the ICC’s California Residential Code Self-Certification exam.
Maintain active professional liability insurance ($1M per claim / $2M aggregate).
Submit required forms including a Certificate of Good Conduct.
